AI actors are the people and organizations who play an active role in an AI system's lifecycle: designers, developers, deployers, operators, testers, domain experts, impact assessors, procurement and governance. End users, affected communities, third parties and outside groups matter too, and diverse teams find more problems. Deciding whether AI is the right tool at all is everyone's job, and a clear go or no-go decision weighs trustworthiness, risks and benefits.
