Material created on a computer is the intellectual property of its creator or an organization. Work made by someone else should always be cited, and presenting it as your own is plagiarism. Creative Commons, open source and open access let people share and build on work. Sharing totals instead of rows, and checking that nothing could identify a person, protects the people in the data. Laws about property and data can help or harm.
