Chris the Coyote sits on the Story Stump with his satchel.

"Ferris painted a new sign," Chris says. "Every rule has a reason."

Oliver the Owl taps the sign with one wing.

"A good reader asks why each rule is there," says Oliver.

"Let us read the rules and find the reasons."

A rule tells what to do. A reason tells why.
